The objectives of the European REACH Regulation are entirely consistent with our Health, Safety and Environment policy of ‘No accidents, no harm to people and no damage to the environment’.
The principal provisions of REACH aim to ensure that ‘chemicals are produced and used in ways that lead to the minimization of significant adverse effects on human health and the environment’ by 2020.

We acknowledge that REACH is an important step forward for society as a whole, and support the underlying objectives of enhanced protection of human health and the environment. Compliance with REACH will, however, be a significant challenge for us and industry at large, and will require good cooperation between all entities in the chemical supply chain. Compliance with REACH is critical to us for our continued privilege to operate, our reputation and our duty as a responsible company.

Impact of REACH on Industrial Lubricants & Services
The REACH legislation (Regulation (EC) No 1907/2006) became effective across EU member states on 1 June 2007. Existing substances were required to be preregistered with the European Chemicals Agency (ECHA) by 1 December 2008. This qualified existing substances for a timed phase-in for full registration over the period 2010-18. New chemical substances introduced into the EU after 1 December 2008, need to be registered fully before manufacture/import commences. ECHA has received more than 2.75 million pre-registrations, covering more than 150,000 substances and 65,000 legal entities.

As a manufacturer, importer and downstream user of chemicals, all BP’s operations in Europe are potentially affected by the REACH legislation and we are committed to meeting our legal obligations arising from it. In 2008 BP group submitted around 700 pre-registrations to ECHA for chemicals that we manufacture in, or import into, the EU. This represents in the region of 250 chemical substances that are manufactured and/or imported by more than 30 BP legal entities. Where we are required to register a manufactured or imported substance, we will do so within the specified times. Complete compliance with the provisions of REACH will, however, depend on the close co-operation of manufacturers, importers and their chemical suppliers and customers. All participants will need to recognize their legal obligations and responsibilities to provide information up and down the chemical supply chain, particularly on issues relating to use and exposure.

We have reviewed the impact of REACH on our business operations and have established the necessary systems and resources for delivering compliance. A central project team is co-ordinating our REACH registration activities and is working closely with a network of designated contacts in our European businesses on compliance with other aspects of the legislation.
Contributing to policy.

Externally, we have been, and will continue to be, an active contributor in the REACH-related activities of EU chemical and petroleum trade associations. We provided technical input to the European Commission during the development of the REACH regulation and we continue to contribute to the development of EU Technical Guidance documents, which are required to assist registrants and downstream users of chemicals in complying with REACH.
